Truck is not blocking him, the cyclist has to follow the rules of the road too and give 3 feet and not pass on the right.

Saying the truck is blocking what a dick, like really what is the guy in the truck meant to do? Go on the other side of the ride risking of running into another car just so the bike can go past?
