Probably a cop on the bike playing around too. You know like the "undercover" ones that did nothing when the gangs they ride with did their assault to the family in the SUV... There is no way it's an honest video. Cops get a boner if they think they can get a smart ass comment off at someone let alone let them pull this crap. He knew those cops and was asking as a friend to have them do the lights and sirens for the video. In other words more than likely those cops willingly let some one do all of this under their "supervision" as the description states. But other vids of strangers doing this stuff show them running them over etc.
