The 45 degrees forward position is much more comfortable than the upright cause it puts weight on your arms thus diminishing pressure from your spinal discs and butt. Gives you better handlebar control and balance.

maybe their neighborhood has hills , he is just saying that it might be more difficult when u reach a hill, and not to go down the biggest baddest hill u can find.

Are you a certified Fitter? Decent points, but most hybrid riders aren't 'descending at high speeds', they are looking for comfort for their neighborhood. Upright is what most of them need, and they can find a professional for that.
