If you are Michael or Trevor and you are on the Police Bike if you stop someone they will actually stop for you say if you wanted to pull them over and you get out they will still stay because you have the uniform.

To get the bike, travel to the same location shown on heir, and on the opposite side of the highway call 911 on your mobile, ask for police, and the motorcycle cop appears near you on foot, the bike is on the opposite side, so safely cross the highway and just pull away without a wanted level. I did this in story mode, PS3. and stored the bike in Franklins garage successfully.

i think that you can only get the helecopter at day time
