To maximize security to your bike parts. You can put ball bearings into the hex key inserts with hotglue or heavy grease.

Thieves will steal in public-places and in front of police stations too.
Some thieves are cyclists that will "Swap" bikes on their return.
They look for the most expensive bike to chain-up next to. Leave, and on returning they will cut the lock and make off with the other bike.
Some thieves lock your bike up so you can't take it and will return later with cutting equipment. However, in some instances the owners have used power-tools in busy areas to remove such locks and no one stopped and asked what they were doing.
Basically, buy another cheap bike to be used as a commuter and keep decent bikes in your house. If you live in a city and have an expensive bike, people will try and find out where you live. -
If you regularly leave your bike at the same location, it shouldn't cost more than ~£300 and you should still use a good D-lock and cable through the wheels. Crack dealers get their addicted-customers to tell them the locations of expensive-bikes and they'll pull up in a van with cutting-equipment.

the easiest way is to buy a crappy bike (like up to $100) and lock it near some expensive bikes.

Tip: Never use a lock with a cylindrical barrel-lock/key. Far too easy for people to bypass. Look for a lock/key which looks more like a car-key.
