These are commuter bikes. If you were in a park area like Hakone you'd see a lot more sport bikes. As for locks, most bikes I saw in Tokyo in Jan '13 had unobtrusive little ring locks mounted at the back wheel about where brake calipers would be. Very simple to lock the wheel but it doesn't stop anyone from picking up the bike and walking away with it. I guess it just doesn't happen much. As for the electric assist motors, they're a great idea for people with kids and a bag of groceries.
