Testing Pennsylvania's 4-foot bike passing law

Pennsylvania law requires that drivers leave four feet of space to safely pass bicycles. Cycling advocates called into question last week whether a SEPTA bus driver left enough pass to pass a bicycle on Locust Street near 13th. We attached 4-foot-long pool noodles to a bike to test the passing law.
