Why not paint the entire bike frame with reflective paint? Bright yellow or red etc? Why rely on lights and then paint it non-reflective black?

Build me a bike like this that doesn't use a chip to let people unlock it with a phone. Put the battery between my legs and let it charge off dynamos during unassisted usage. Then i'll consider buying it.
