@TheJapanChannelDcom What about having a passenger like behind the bicycle? Is that illegal as well? Where do you even go, to learn more about riding bicycle ?? and is the law regarding bicycles differ in other cities ??

The fine (if you get caught) for this is ¥50,000. Not a cheap traffic rule violation. Still, that doesn't refrain people from using their umbrella/phone while riding their bicycle.

Here in the Netherlands you also see lots of idiots using their phone while riding a bike. The bad thing is: if one of those suicidal retards crashes their bike right into your car, you're still held liable unless you can actually prove it wasn't your fault.

I have to share this story! Some years ago I was chatting online with someone from Asia (not Japan). This girl said let's chat at so-and-so time, and so we did, but I wondered during the chat why does she spend a long time until she will write a reply back to me and why are her replies short and lacking any interesting and meaningful content when I knew she can write much better and she could speak English really well.
Well, later I complained about it to her because I thought she had been disrespectful and wasted my time. She explained she had been riding a scooter and using her mobile phone to chat with me while riding! That explained very well why her replies came very slowly and lacked interesting content. But I told her she wasted my time and to never do it again.
We had another couple of chats to both of which she came late by a couple of hours (I was waiting patiently all the time because I am too kind), and during the last chat she fell asleep on her bed while our video call was running. I guess I could have let it run until the battery of her laptop goes flat, but I clicked the "end call" button, and that was the end of our chatting. Basically she wasted hours of my time. She contacted me first and said she wants to chat, and then she couldn't keep to the agreed schedules and she tried to chat while she was riding a scooter.
That's just not cool! And don't bring your friends to the chat like this girl did a couple of times when we were supposed to have video calls - she was talking to her friends more than to me, and that was really disrespectful! I had specifically arranged time for her and made sure I have no distractions and she was with friends on the agreed time for chatting. And it was her who wanted to chat! Not cool!
I'll stop the rant here. You never know what you will get in the comments for a video about people riding bicycles. -

Heavy truck drivers have sometimes been caught reading newspapers while driving. I'd take the driver's license away from them for a long time. -
With as many inventions that have come out of Japan, someone would design an umbrella holder for bicycles.

Just the other day I saw a guy on a Chinese scooter get hit by a taxi because he was texting while riding in the middle of the road, and the taxi driver wasn't paying attention, and he was swerving from one lane to the other like a total jerk. Neither of them was injured or anything, but they both got into a fight afterwards (but I had to keep driving). I hope they both learned their lesson.
