Flying Pigeon Bikes are still made like this and in the rain, I have to leave one foot down going down slope, and they need to be constantly tightened

these are on pretty much every bike in China before about ~1990

Raleigh did the brakes with both rods down the front, Philips did the rod down the side. It's purely related to the manufacturer, and not really performance, only a Raleigh will have the "center pull" style, where as every other manufacturer probably copied Philips.

I've heard rod brakes keep on going for years and years... A drop of oil on all the pivots will help I guess, but supposedly a decent setup of the brakes should be the ONLY setup for the brakes, until the pads need replacing.

Rod brakes were still found on production bicycles into the 1980's. Raleigh didn't stop making the DL-1 until 1985. The Eastman DL-1 made in India (old Raleigh tooling) and the Flying Pigeon bicycles made in China are still made today with the same rod-operated brakes. They are not as bad as people make them out to be - people are often making this comparison with modern disc-brakes which are completely overkill for most purposes.
