However, there is actually a really good reason to have a horizontal crossbar on a bike; namely, the horizontal crossbar ends up adding quite a bit of strength to the frame of the bike. This was particularly important in some of the early bikes, which were often made of significantly weaker materials than modern day frames, occasionally even being made of wood. Well, it turns out my guess was correct. The slanted crossbar on women's bike originated culturally, not technologically.

I wear skirts while biking all the time so I bought a bike with a low curved bar. problem solved

Besides adding extra strength to the frame, the horizontal crossbar can be used to carry heavy items. I successfully transported a car battery, delicately balanced of course, on a horizontal crossbar many years ago.
While travelling in Thailand and Cambodia, I rented a bike on about 7 occasions and most bikes for rent were thew women's style with the lower crossbar. I don't know why, but my guess is it's cheaper for the rental agency to buy all one style of bike. -

The reason for the cross bar, is because there isn't one on the women's bike.
