Bikes are legal but not advised on the portion of California State Route 17 between Main Street in Los Gatos and Vine Hill Road in Santa Cruz County. I bailed onto a private driveway then bushwacked my way to Old Santa Cruz Highway. Strava for this ride at https://www.strava.com/activities/622169868
